week 5 tutor trouble rhetorical analysis

Joel Hood begins his article talking about the thousands of students in chicago that could use public tutoring in math and reading.The tutoring program is a cornerstone of the federal No child left behind law. The problem he write about is that CPS has money to tutor the students in chicago schools but they are not. He assumes his readers are either students or teachers. His purpose is to get tutoring for the students in chicago. In order to accomplish this purpose he appeals mainly to other students that want or need tutoring. In the article he addresses that the CPS have millions of dollars for tutoring but they only use it when its too late. He concludes by making the point that CPS do not need a tutorial here. It needs to focus and deliver. Overall the article was not to effective because he did not come up with a solution.

  1. Yes the article states they have the funds and resources to be tutoring the students. He states pratical findings and ways to tutor, yet he never comes up with a solution to help these students. They still do not have a way to be tutored and are not making process to it. I also find this article to be ineffective because that there is no solution to the problem.
